You want to be able to manually define headers in a table, but if a non-header ends up in the top of a column, you want InDesign to automatically insert a duplicate of the last header. I thought I had tried that but I was doing something from the Stroke tab and wasn't having very much luck. Working with the table at the top seemed to fix it.
